Polluted Runoff: Fact Sheets & Reports
Polluted Runoff
Each time it rains, water runs off the land and picks up toxic pesticides and fertilizers from farm fields and lawns, heavy metals and oils from cars and trucks, manure from animal feedlots, poisonous chemicals and metals from mining sites, and sediment from construction sites, farms and timber operations. This polluted runoff carries the contaminants into our drinking, fishing, and swimming waters.

Public Comment Period on EPA's Proposed Construction and Development ELG
Important Reminder: There is an opportunity to influence on ongoing rulemaking at EPA that is central to the regulation of stormwater from construction and development.  

EPA's proposed technology based standard for construction site runoff is now open to public comment, and it is important that EPA hears from you about two things in particular (1) the importance of an objective, performance based standard and (2)  the important of controlling post-construction stormwater as well as construction site runoff.  The proposal can be found at   http://www.epa.gov/waterscience/guide/construction/index.html .  Attached above is a Waterkeeper fact sheet on the proposal.   For more information please contact NRDC's lead on this issue, Melanie Shepherdson, who is at 202-289-2393.

Examples of Network members using the 319 program to protect and restore waters.
STRONG>Kentucky Waterways Alliance, Kentucky.   KWA uses their 319 dollars to run a mini-grant program that passes funds through to small, local groups.  In 1999-2000, KWA redistributed a total of $ 54,122 in federal funds to thirteen  local organizations and generated $99,421 in local matching dollars. The final results varied, however most of the groups have educational products and materials that they will continue to use in their communities. In addition, this project helped to strengthen the organizational capacity of many groups.  Learn more about KWA's work with the 319 program.

Huron River Watershed Council, Michigan.  HRWC uses 319 funds to support their Information and Education Campaign.  This campaign uses print ads, direct mail, soil testing, assistance to local agencies, and more to reduce polluted runoff into the Huron.  Learn more about how HRWC uses 319 funds to protect the Huron.

Learn More About the Clean Water Act Section 319 Nonpoint Source Program information.

The Section 319(h) grants program is designed to reduce nonpoint source pollution across the country.  The U.S. Environmental Protection Agency (US EPA) grants funds to the states.   Most states then pass the funds through to beneficiaries of their own grant programs.  Everyone from state and local governments to Tribes to nonprofit organizations are eligible for these grants.

Section 319(h) grants are used to protect or restore waters polluted or threatened by nonpoint source pollution.   Grants can be used to implement pollution reduction practices (known as best management practices or BMPs), to survey nonpoint source pollution problems, to conduct education campaigns designed to reduce pollution, or for other activities.
