Protection for LA River Reduced, Action Needed to Reverse this Trend
The Army Corps of Engineers recently released a ruling stating that only 4 of the 53 mile long LA River are "traditionally navigable waters" and thus protected under the Clean Water Act. This ruling threatens the river and its headwaters heatlh as well as the health of bodies of water across the country.

Clean Water Restoration Act St.Patrick's Day News
The Network encourages all Network members to TAKE ACTION NOW to schedule in-district Clean Water Restoration Act (HR. 2421/S.1870) meetings with Members of Congress during their Spring recess. This year's congressional Spring recess starts today, March 17th [St. Patrick’s Day] and runs through March 28th. Setting up in-district meetings is even more crucial now since the U.S, Transportation and Infrastructure Committee recently scheduled a hearing solely on the Clean Water Restoration Act. The hearing is set for April 16th.

The Latest on the Clean Water Restoration Act (HR 2421/S.1870)
On Wednesday, September 26, 2007, the Clean Water Network organized a National Clean Water Phone Congress Day. Members were asked to call their U.S. Representatives to lobby for support of the Clean Water Restoration Act (HR 2421). Members were also asked to get their organization’s members and supporters to participate in the national call-in day. We received word that the lines were hopping with calls on the 26th.

The Latest on the Clean Water Restoration Act
As reported in a recent CWN Alert, clean water champion Senator Russ Feingold (WI) introduced the Clean Water Restoration Act in the US Senate, on July 25th. The new Senate bill number is S. 1870. The House number is H.R. 2421.
In addition to Senator Feingold, the bill has the support of the following original cosponsors: Senators Lautenberg (NJ), Levin (MI), Kerry (MA), Lieberman (CT), Boxer (CA), Menendez (NJ), Sanders (VT), Cardin (MD), Durbin (IL), Reed (RI), Dodd (CT), Kohl (WI), Whitehouse (RI), Stabenow (MI), Carper (DE), Wyden (OR), Leahy (VT), Brown (OH), and Schumer (NY).

Clean Water Restoration Act of 2007 (HR 2421) Introduced on Capitol Hill!
On May 22, the Clean Water Restoration Act of 2007 (HR 2421) was introduced in the U.S. House of Representatives. Lead sponsors Representatives Oberstar (MN-8th), Dingell (MI-15th), and Ehlers (MI-3rd) were joined by 155 Members of Congress in introducing the bill.

Post Election Legislative Update
The 2006 midterm elections have created a new political landscape that could vastly change the prospects for clean water legislation in the next session of Congress. Rep. James Oberstar (D-MN) is in line to be the next chairman of the House Transportation and Infrastructure Committee, which has jurisdiction over the Clean Water Act. Rep. John Dingell (D-MI), another original co-sponsor, is taking over the House Energy and Commerce committee. In the Senate, the big news is that Sen. Barbara Boxer (D-CA), one of the Senate’s chief environmental champions and (along with Sen. Russ Feingold (D-WI)) an original co-sponsor of S. 912, will become the first woman to chair the Senate Environment and Public Works Committee (EPW).

Senator David Vitter (R-La) Pushes Logging Amendment in the Water Resources Development Act (WRDA)
Louisiana Senator David Vitter appears to have lost his bid to get a dangerous logging amendment added into the House and Senate conference report for S. 728 and HR 2864, the Water Resources Development Act (WRDA). CWN will continue to monitor the situation carefully.

Bill Moving in Congress--Water Resources Development Act (WRDA)
There appears to be momentum in Congress to move a Water Resources Development Act reauthorization bill. The Senate Environmental and Public Works Committee has scheduled a hearing on the legislation to review the $4.9 billion corps budget as well as water infrastructure needs. The House Transportation & Infrastructure Committee has planned a markup of the house companion legislation for this coming Thursday, March 15. The Network will keep you apprised of all developments on this important legislation.

Update on the Water Resources Development Act (WRDA)
According to numerous reports, lawmakers expect to pass the Water Resources Development Act (WRDA) this spring. During the 109th Congress, no agreement was reached between the House and Senate versions of the bill. However, both the new chairs of the key committees in each chamber have stated that they believe the bill will make it out of conference in the next couple of months.
