 The U.S. Army Corps of Engineers reports that the region only has a 50-50 chance of average rainfall in the winter season. However, typically this time of year has more rainfall, which gives the area time to have more water for the spring and summer seasons. There is an opportunity to post public comments on the basin control project until December 12, 2012. Advocates have stated that a proper management system would have prevented drought conditions. Drought conditions have caused numerous environmental problems, such as habitat loss.
