The purpose of this legislation is to create clean energy jobs, promote energy independence, reduce global warming pollution and transition to a clean energy economy. 

Includes many of the same elements relevant to water resources protection that are in the House bill, plus a few more:

  • Cap on green house gas (GHG) emissions
  • Funding for GHG reduction and carbon sequestration by farmers
  • Adaptation funding for natural resources and public health projects and for unspecified projects in the required state adaptation plans
  • Authorizes funding for EPA's WaterSense program, which identifies and promotes water efficient products, buildings and landscapes
  • Requires federal procurement of water efficient products
  • Creates an incentive program for states to adapt to water conservation methods and water efficient products
  • Authorizes funding to conduct research on effects of climate change on water resources and on how water utilities will need to adapt
  • Creates a water system mitigation and adaptation partnership program to provide funds to states for water system adaptation projects
